RECRUITMENT SERVICES
A1. What do I need to do to fill a vacant position?                                                        
 

In order to submit a request to fill a vacant classified position, please complete a Personnel Transaction Form and Justification to Hire Form.  Both of these forms are available at http://www.csn.edu/administration/hr/forms.asp.  Once completed, the forms should be submitted to the appropriate administrators for the necessary endorsements.  Submit the completed forms to Human Resources for review.

The recruitment process will begin upon receipt of the fully-endorsed forms.  The next step, posting and advertising of the position, would require the completion of a description of the position.  The job description would form the basis for the job announcement.  Please note: prior to posting a position, the hiring manager or appointing authority must also submit requested interview questions for review and approval.  [return to question]

COMPENSATION SERVICES 
A2. Where can I find information on the classified schedules used at CSN?

A3. Does my merit salary increase date change when I accept a promotion?
  If you are promoted to a position of two grades or more, the merit salary increase date would change to reflect the date you were promoted.  In other words, you would receive a new merit salary increase date, which would be the effective date of the promotion.  [return to question] 
A4. What if I temporarily assume responsibilities usually assigned to a higher level position?  
  You may be eligible for a 5% increase in pay for up to six months if you are assigned additional, out-of-class duties.  You should complete a Request for Temporary Adjustment to Pay Form (NPD-5 Form) available at http://dop.nv.gov/Forms/NPD-05.doc  Submit the form to Human Resources for review.  [return to question] 
A5. What is the reclassification process?
 

Each classified position has been assigned a class, grade and salary range based on the State of Nevada Class Specifications.  To view class specifications, go to http://dop.nv.gov/forms.html and click on the drop down menu on the left "Class Specifications."  When duties of a position significantly change and no longer fit the description of the assigned class specification, a request can be made to "reclassify" the position.

Positions can be reclassified:

  • Upward
  • Downward
  • Laterally

To have a position reclassified, the employee or his/her supervisor should complete an NPD-19 form (available at http://dop.nv.gov/forms.html) along with the Personnel Transaction Form (available at http://www.csn.edu/administration/hr/forms.asp.  The endorsed forms should be forwarded to end them to Human Resources for review.  If the position is vacant, also complete and send the Justification to Hire Form (available at http://www.csn.edu/administration/hr/forms.asp.  Human Resources will evaluate the NPD-19, interview the incumbent and supervisor, conduct further research and then make a determination about the appropriate classification for the position.  [return to question]

A6. What are valid reasons for reclassification?  
 

The duties and responsibilities of a classified position must have significantly changed to be eligible for reclassification.  This would include the assignment of permanent, new duties that:

»Are outside the scope of the current class
»Are not part of the scope of responsibility of the position; and
»Result in the majority of duties being allocated to a different class
»Major function is added or removed from your position (perhaps due to a reorganization)
»Methods for performing your work require significantly higher levels of knowledge or skill than indicated on the class specification.
»Your position, which is in a technical or clerical class, is assigned the majority of duties and responsibilities clearly indicative of a professional class
»Your position is allocated to a non-supervisory class, but you have been assigned full supervisory responsibility for work at the same level.  [return to question]

A7. When will I receive the higher rate and retroactive pay after a reclassification?
  If your request for reclassification is approved, you will receive the higher rate of pay increase on the next available payday, subject to the associated Payroll Department cutoff deadline.  The retroactive pay increase - based on the date Human Resources received the reclassification paperwork -- will be processed on the following payday.  In other words, you would receive the increases on separate paychecks.  [return to question] 
A8.  Does my merit salary increase date change after a reclassification?
  Your merit salary increase date remains the same after a reclassification.  [return to question] 
BENEFIT SERVICES
          LEAVE  
A9.  How much sick and annual leave is accrued each month?  
  Classified employees accrue 10 hours of annual and sick leave each month.  Once 10 years of continuous full-time service has been attained, 12 hours per month is accrued.  After 15 years of service the number increases to 14, which is the maximum amount for classified employees.  Sick leave is accrued at 10 hours per month, regardless of years of service.  Sick and annual leave for part-time employees is pro-rated, based on full-time equivalent service. [return to question] 
A10.  Do I have to wait a certain length of time before I can use my leave? 
  Classified employees may use sick leave immediately once it is accrued.  However, accrued annual leave may only be used after six months of state service with supervisory approval.  [return to question] 
A11.  Who do I contact regarding my leave balances?  
  Classified leave is monitored and maintained by a leavekeeper assigned to your department.  Please contact your supervisor to request the name and phone number of the leavekeeper.  [return to question] 
A12.  What is the Family and Medical Leave Act (FMLA)?  
 

FMLA is a federal law which entitles eligible employees to take up to twelve (12) weeks of job protected leave from work for the following reasons:

  • A serious health condition
  • A serious health condition of a parent, spouse or child
  • To care for a newborn or newly adopted or placed child

Although FMLA entitles employees to unpaid leave, employees must use accrued leave time on the books concurrently with their approved time off under FMLA.  [return to question]

A13.  How do I request FMLA?  
  In order to apply for FMLA leave, two forms are required:  NPD-60, Request for FMLA leave, and NPD-61, Certification of Health Care Provider.  You may access these forms via the State of Nevada website at http://dop.nv.gov/forms.html.  The forms can be downloaded from the "Attendance and Leave" section of the web page.  The FMLA request should be made at least 30 days in advance of the date the leave would begin.  When advance notice is not possible due to unforeseen or emergency situations, an employee should request leave as soon as they are aware of the need for time away from work.  [return to question] 
A14.  If I only have a limited amount of accrued sick leave on the books and become sick for an extended period of time, can I use my accrued annual leave to cover my absence from work?  
  Sick leave may only be combined with annual leave if authorized by your supervisor for legitimate health-related illness or injury.  Sick leave may also be used to attend medical and dental appointments with supervisory approval.  [return to question] 
A15.  If my child or another immediate family member becomes sick and I have to care for them, what type of leave can I use?
  Accrued sick leave may be used.  In order to care for an employee's immediate family member, 15 days is allowed per calendar year.  [return to question] 
A16.  What is sick leave banking?  
  Sick leave banking is only available for classified employees.  After a classified employee has accumulated 720 hours of sick leave, the amount of additional unused sick leave which he/she is entitled to carry forward from one year to the next is limited to one-half of the unused sick leave accrued during that year.  If an employee exhausts all of their sick leave in their current sick leave balance due to the employee or a qualified family member suffering from a long term or chronic illness, they may use the sick leave in their sick leave bank.  Contact Human Resources for further details.  [return to question]

A18.  Can I change my health insurance plan? 
 

After July 1st of each year, changes can only be made if you have a qualifying event.  Qualifying event status changes must be made within 31 days of the event (i.e. marriage, divorce, birth, adoption, etc.).  These types of events would allow an employee to add or drop dependent(s) during the plan year.  Specific qualifying event criteria and more detailed information are available at http://pebp.state.nv.us/help/qevents.htm

The State of Nevada Public Employees' Benefit Program also offers an open enrollment period to make any changes to your health plan (non-qualifying event changes).  Open enrollment is scheduled during the month of May each year.  Changes made during this period are effective for the plan year July 1st - June 30th.  Packets are mailed to each employee in April of each year in order to prepare for any anticipated changes.  All health insurance forms completed during open enrollment should be sent to Human Resources for processing.  [return to question]

          RETIREMENT
A19.  What is a "Tax-Sheltered Annuity" and how do I start one?  
 

A Tax-Sheltered Annuity allows participants to reduce their tax burden by putting pre-tax salary aside for retirement.  It is a voluntary program and each company offers a variety of investment opportunities from very safe to more aggressive plans.  The following programs are available to participants:

403b Plan: This plan requires completion of a salary reduction agreement, which is available on the Human Resources' web page at http://www.csn.edu/hr/Forms_Apps/tsa.pdf.  The form must be completed to begin or make changes in this program.  Money is invested through payroll deduction.  CSN works with three companies:

          TUITION REIMBURSEMENT  
A20.  Is there a tuition reimbursement program?  
  All classified employees are eligible to participate in the CSN Classified Training Assistance Program.  Employees may request up to six credits per semester, subject to administrative approval.  Employees may also request reimbursement for book expenses, up to $50 per course.  Specific guidelines and procedures are available on the Human Resources' web page at http://www.csn.edu/hr/classified_procs.pdf.  Please contact Human Resources at 651-5800 for the tuition reimbursement and book voucher forms.  Please note: Employees must register for classes and obtain necessary administrative approval prior to submitting requests to Human Resources.  [return to question] 
A21.  Do I have to be employed a certain length of time to utilize the tuition reimbursement program?  
  There is no waiting period to participate in the program.  Eligibility begins on the first day of employment.  [return to question] 
          COUNSELING SERVICES  
A22.  What is the Employee Assistance Program (EAP) to address some personal issues I am facing right now?  
  The EAP is a confidential assessment and referral program that can be utilized by CSN staff for dealing with personal or work-related difficulties.  It can be accessed via telephone 24-hours a day, seven days per week. Behavioral Healthcare Options, Inc. (BHO) is the service provider.  To schedule a confidential appointment with BHO, contact them directly at (702) 364-1484 within the Las Vegas area or (800) 873-2246 outside the Las Vegas area.  CSN provides up to four sessions of EAP services per calendar year at no cost to the employee.  Please note: when you make an appointment, please make sure that you inform the person taking the call that you work for CSN so you are not charged a co-pay.  [return to question] 
EMPLOYEE APPRAISAL 
A23.  What form is used to complete my evaluation?  
  The NPD-15 (Employee Appraisal) is utilized to prepare your evaluation.  The form is available on the Human Resources' web page at http://www.csn.edu/administration/hr/forms.asp  [return to question]
A24.  When should I be evaluated?  
  Newly hired probationary classified employees should be evaluated at the end of their 3rd, 7th and 11th months of employment.  Permanent employees should be evaluated annually.  [return to question] 
A25.  What can I do to ensure my supervisor prepares my evaluation?  
  Establish an open dialogue with your supervisor and make sure that you know when your evaluation is due.  Contact Human Resources if you need the due date.  Also, remind your supervisor -- when necessary -- so you can ensure that you are evaluated in a timely manner for your job performance.  [return to question] 
A26.  Is there a form that indicates what my job elements are supposed to be?

A27.  Who generates Work Performance Standards?  
  It is the responsibility of the supervisor and employee, collectively, to generate revised Work Performance Standards.  The supervisor has the primary responsibility for establishing the initial standards, but the employee must be given the opportunity to provide comments when standards are revised.  The appointing authority has final approval of the standards for a position.  [return to question] 
PAYROLL SERVICES  
A28.  When is payday?  
  Classified employees are paid on the 10th and 25th of each month.  If the scheduled payday falls on a Saturday, Sunday or holiday, the new payday will be the preceding working day.  Professional and faculty employees are paid on the last business day of each month.  [return to question] 
A29.  What are the paid holidays?
 

CSN offers the following 11 paid holidays:

1) New Year's Day: January 1

2) Martin Luther King's Birthday: Third Monday in January

3) Washington's Birthday: Third Monday in February

4) Memorial Day: Last Monday in May

5) Independence Day: July 4

6) Labor Day: First Monday in September

7) Nevada Day: Last Friday in October
